Gloucester Community Electricity Aggregation

All of the additional renewable energy in Gloucester CEA’s default and optional products is supplied by non-profit Green Energy Consumers Alliance (GECA). As a non-profit, this means that the portion of the customer payments used to buy that extra renewable energy is tax-deductible! GECA will be sending communications to customers regarding how they can claim their 2023 tax receipt, and customers can fill out a form to get their tax receipt instantly at GreenEnergyConsumers.org/TaxReceipts.

Gloucester Community Electricity Aggregation (CEA) is a program offered by the city of Gloucester to provide residents and businesses with new, City-vetted options for electricity supply. 

Gloucester CEA is the only electricity program offered by our city – beware of look-alike offers and always look for the city seal on materials sent to you!

Program Highlights

Most residents and businesses in Gloucester already participate in the Gloucester Community Electricity Aggregation program. Check your electricity bill to see if you’re one of them: In the Supply Services section, the Supplier should be listed Gloucester CEA – Constellation NewEnergy if you are a program participant. 

The program will periodically send Customer Notification Letters to new or newly eligible electricity customers, which includes the program details, information about product prices, and renewable energy. Customers who receive this letter and choose to participate will be automatically enrolled. To enroll sooner, use our online forms.

Gloucester CEA has a standard product, called Gloucester Local Green, which has more renewable electricity (MA Class I RECs) than required by the Commonwealth. Participants in the program receive Gloucester Local Green unless they affirmatively choose one of the other electricity products. 

Products described as Green contain Renewable Energy Certificates (MA Class I RECs) above that required by the Commonwealth and come only from solar, wind, anaerobic digestion and low-impact hydro located within New England. Local refers to New England.

All of the additional RECs included in the program are designated as Massachusetts Class I. RECs are the accepted legal instrument used to track renewable energy generation and to substantiate claims of renewable energy use. Learn more about the RECs that are included on the Renewable Energy page.

How it works

Gloucester CEA does not replace National Grid, the electric utility in Gloucester, which still continues to deliver electricity, repair outages and manage all billing, so participating customers continue to receive one bill from the utility. The program offers alternatives for the Supply portion of your bill. The program is open to electricity customers in Gloucester – whether they are a resident, a business, a renter or an owner. 

The program has voluntary participation and automatic enrollment.

• Voluntary participation: customers can leave the program at any time without penalty.
• Automatic enrollment for new customers: In Gloucester, most residential and business customers are already enrolled in the program. New customers or newly eligible customers will periodically be sent a Customer Notification Letter notifying them of their choice to participate in the program or leave before it starts (opt out). Customers have 30 days to make a choice and those who do not opt out are automatically enrolled in the program. To enroll sooner, use our online forms.
• Opt-in required for some: Those Gloucester residents and businesses who have already chosen an electricity supplier other than National Grid will not receive the Customer Notification Letter, though they can voluntarily opt in to the program at any time. The Department of Public Utilities advises all customers of third party suppliers to check their contract terms as their supplier may charge them a fee or a penalty to leave before the end of their contract with their supplier.
