Massachusetts General Law Chapter 164, Section 134 mandates aggregation programs operate on an opt-out basis. The “opt-out” structure is a core component of Massachusetts municipal aggregation. This design ensures that while communities can leverage their collective buying power, individual consumers retain the freedom to choose their electricity supplier. This is designed to give the consumer the choice, while making the benefits of the aggregation available to the majority of the community. In essence, the law balances the benefits of collective purchasing with the principle of individual consumer choice.
It is important to understand that should you opt out of the Program, you will not be sent any further standard enrollment mailings. That means that if you wish to re-enroll, you will need to opt IN to the Program proactively. Although Gloucester CEA product rates may not always be better than National Grid rates, at the very least, they do strive to be competitive and provide budget stability while including more generous amounts of renewable energy content.
If you are already enrolled in the Program: Once you have opted out, your supply will revert back to National Grid Basic Service on the next available meter read date for your account. Please note that based on your meter read date, it may take up to two months for your opt out to be reflected on your National Grid bill.
If you are not currently enrolled in the Program, and you are submitting this form before the opt out deadline shown on the Customer Notification Letter you received, then the electricity supplier for Gloucester CEA, will remove you from the enrollment list. You will not be enrolled in the program.
This form is only for leaving the Gloucester program. If you wish to change your product choice within the program, please use the Enroll/Change Product form instead.
